If a replacement (that is, a language other than rexx) is necessary,
Python would be an exellent choice. It either already runs on all the
platforms LW will run on or is easy to port (NT and SGI exist, an Amiga
port would be easy). It's a powerful language, with OO featrures and
sophisticated data types like strings, dictionaries, lists, and tuples
built in, and yet is very easy to learn -- some people are using it as a
first language for CS courses. I'd wager it's easier for a
nonprogrammer to learn than rexx is. It's also easy to embed and
interface to. See the comp.lang.python FAQ for more information.
Tcl also satisfies most of the above and might be more "standard", but
it's not nearly as nice a language.
